Brenda Barnes
Brenda Barnes is an Assistant Manager at Clark County Social Service and the Southern Nevada Homelessness Continuum of Care Director. With an unwavering commitment to public service, Brenda Barnes has dedicated over two decades to enriching the lives of residents in Clark County, Nevada. Her extensive tenure within the Juvenile Justice, Family Services, and Social Service departments showcases a profound understanding of the intricacies involved in supporting vulnerable populations.
Over the past 20 years, Brenda has been instrumental in shaping and refining child welfare programs. Her expertise extends to the meticulous design of initiatives, incorporating data collection and tracking mechanisms to drive program development, implementation, and continual enhancement. In her role as Director of the SNHCoC, Brenda has been at the forefront of homelessness prevention and community support in Southern Nevada. She leads efforts to enhance quality improvement and implement advanced practices, prioritizing the protection of children from abuse and neglect and advocating for safe and stable housing initiatives for all. Under her leadership, SNHCoC has made significant strides in supporting the unhoused community, including converting vacant hotels into non-congregate shelters and establishing the first Housing Crisis Stabilization Navigation Center, a short-term non-congregate shelter that addresses the unique needs of homeless individuals.
As a member of the 2030 Census Advisory Committee for the U.S. Census Bureau, Brenda plays a crucial role in shaping national census strategies. The committee provides expert advice to ensure accurate and equitable counting of all populations, particularly historically undercounted groups, such as the homeless. Brenda's experience and insights are invaluable in improving outreach and mobilization efforts, ensuring that vulnerable populations are effectively represented in the 2030 Census.
Brenda's forward-thinking approach has also expanded initiatives to encompass individuals without children, fostering inclusivity within her community. She has successfully diverted over 700 families from the trauma of having their children removed due to inadequate shelter through person-centered case management, which provides not just a warm bed but a comprehensive roadmap to self-sufficiency. Brenda Barnes exemplifies a tireless advocate for community well-being, ensuring that no one is left behind. Her strategic mindset and ability to communicate effectively with vulnerable populations make her an asset not only to her local community but also to the nation as she contributes to the critical work of the 2030 Census Advisory Committee.
David Eberbach
David Eberbach currently serves as CEO of the Institute for Community Alliances (ICA), a Non-Profit corporation headquartered in Des Moines, Iowa. Mr. Eberbach graduated from Grinnell College studying Sociology and has worked in the Non-Profit sector for over thirty years. After spending 5 years doing direct client work as a housing counselor, Mr. Eberbach moved to ICA, an organization focused on program development grant management and administration. Issues related to housing and the unhoused remained a core focus in that work. After a slight detour in the data warehousing space, Mr. Eberbach came back to ICA as the organization committed to the Homeless Management Information System (HMIS) role in Iowa. As the work in the HMIS space expanded, Mr. Eberbach became the Executive Director in 2014 and CEO in 2022, now overseeing an organization with 125 employees, managing HMIS systems in 35 Continua of Care in 14 states.
For fun, Dave enjoys all things outdoors, along with his wife, German Shepherd and when possible, his two grandchildren.
Julie Eberbach
Julie Eberbach is the Corporate Operations Officer for the Institute for Community Alliances.
Julie has actively worked with data collection efforts for housing and homeless service providers since 2000 and was responsible for the creation and implementation of the HMIS effort in the State of Iowa. Julie is particularly interested in Federal and State regulation and policies around housing and homelessness and provides technical assistance to local Continua of Care as well as community-based providers to help ensure proper understanding and compliance. Since 2019, Julie’s primary focus with ICA is oversight of agency policies and processes and other related human resource tasks, as well as direction of the Central Office administrative support team. Julie also serves as the staff support to the ICA Board of Directors and liaison to ICA’s insurance brokerage and retained legal firm. Julie was named Corporate Operations Office in January of 2023.
Tamera Kohler
Tamera Kohler, has served as the CEO of the Regional Task Force on Homelessness (RTFH) in San Diego since 2018. Ms. Kohler has over 20 years of senior leadership experience serving in state and local government specializing in poverty, homeless, non-profit, and private mortgage lending. RTFH oversees $50M in annual funding focused on Housing as the main solution to homelessness. RTFH is the CoC lead agency for San Diego County, San Diego city and 18 other cities. RTFH is the leading planning body, facilitating coordination, collaboration and overall system approach within a large region. Seen as the Subject matter expert, especially around best practices and use of data to inform decisions and funding to achieve high housing rates, RTFH works closely with elected leaders, service providers and people with lived or living experience to make systematic changes that meet local needs while bringing in National and State funding. Ms. Kohler serves on multiple state and national boards including the National Alliance to End Homelessness (NAEH) Leadership council. Before joining RTFH, she served as the Division Director of Homeless Strategy and Investment in the City of Seattle. Prior to that, she spent 8 years helping to lead the nationally-noted homelessness reduction programs for the State of Utah as the Assistant Division Director of Housing and Community Development (HCD) in the Department of Workforce Services.
Bevin Kuhn
Bevin oversees HMIS, Reporting and Analytics, and the HUD Point-in-Time Homeless Count for the largest unsheltered homeless population in the nation.
For the past 5 years, Bevin has leveraged homeless data to create visually digestible analysis of homeless service work in user friendly, actionable dashboards and implemented streamlined approaches to technology to better serve case managers and clients alike.
Before working in homeless services, Bevin spent 6 years supporting international public health and education initiatives in various countries, first as a Peace Corps Volunteer in Benin, West Africa and later as a Program Officer at John Snow, Inc.
She holds a Masters in Public Administration from the University of Southern California and Bachelor’s in International Studies from American University.
Mike Lindsay
Mike Lindsay has more than 23 years of experience in the areas of housing and homelessness and is considered a top expert on Homeless Management Information System (HMIS) implementation and homeless system integration. He is a senior director in the ICF Homeless Services practice, where he supports the direction and oversight of work under the U.S. Department of Housing and Urban Development’s (HUD’s) Community Compass technical assistance (TA) grants. He provides direct TA, capacity building, strategic planning, and training to continuum of care (CoC) programs on homeless system integration. Mike has deep experience in building partnerships among local governments, community stakeholders, and local homeless service providers, which work toward equitably increasing access to permanent, affordable housing and ending homelessness.
Rebecca Moreno
Rebecca Moreno is an exemplary leader and advocate for the unhoused population, with over two decades of experience in social services. Her dedication, combined with her personal experiences as a domestic violence survivor and lived expertise, has driven her commitment to supporting those in need.
As the Director of Housing & Supportive Services for the Community Action Partnership of Kern (CAPK), Rebecca has made significant strides in addressing homelessness in the community. Over her six-year tenure with CAPK, she has led various initiatives, including the M Street Navigation Center, Safe Camping, Safe Parking, Adult Re-Entry, and the Cal-AIM program. These programs are vital in providing support and resources to the homeless population in Kern County.
Rebecca plays a critical role in the Coordinated Entry System (CES), collaborating closely with the Bakersfield-Kern Regional Homeless Collaborative (BKRHC). Her leadership has enhanced the efficiency and effectiveness of service delivery to the homeless population, ensuring they receive the help they need in a timely manner.
In addition to her work with CAPK, Rebecca is an active member of the BKRHC Executive Board, serving in various capacities, including as an officer and Chair of the CES committee. Her leadership has been instrumental in fostering collaboration among stakeholders and advancing regional efforts to end homelessness.
Rebecca's contributions have been recognized by elected officials and community leaders at both local and state levels. Her dedication extends beyond her professional role, as she also serves on the board of Housing Outreach Partnership, Inc., further demonstrating her commitment to making a positive impact in the community.
Rebecca Moreno's leadership, experience, and passion for helping others make her a respected and influential figure in the fight against homelessness. Her work continues to inspire those committed to creating a more inclusive and supportive society.
Joy Moses
Joy Moses is the Vice President of Research and Evidence at the National Alliance to End Homelessness. For over 20 years, she has worked to reduce poverty and advance racial justice. Before joining the Alliance, she acted as both a private consultant and an analyst with the Center for American Progress. Within those roles, she managed projects and developed research reports and other forms of analysis. Joy began her career as a legal advocate, representing the interests of children and youth through her work at the National Homelessness Law Center and the NAACP Legal Defense Fund. She is a graduate of Georgetown University Law Center and Stanford University.
Alissa Parrish
Alissa Parrish has more than 14 years of experience in the homelessness field as a direct service provider, HMIS Lead, and HUD TA provider. In her role at ICF, Ms. Parrish works with communities to provide technical assistance often with a focus on HMIS and how it can be leveraged to support the entire homeless response system and the people the system serves. Ms. Parrish specializes in HMIS governance including privacy and security, policies and procedures, data quality management programs, and system monitoring and modeling; improving the quality of data in HMIS and analyzing data centered in racial equity that addresses inequities in the homeless response system; and supporting data-informed decisions through comprehensive system mapping and data literacy. Additionally, Ms. Parrish supports several of HUD’s initiatives in a leadership role including the National Homeless Data Analysis Project (supporting HUD’s HMIS Data Lab and HMIS Data Standards processes), Community Workshops (supporting HUD’s peer-to-peer learning model), Data Workgroup (supporting HUD’s HMIS data efforts), and Regional Teams (supporting HUD’s nationwide regional TA structure).
Catrina Peters
Catrina Peters is currently a Homeless Services Coordinator with Washoe County with 14 years’ experience managing social services programs, federal grants and policy development. She is a subject matter expert in all things data, from needs assessments, identifying population-based data sources and relevant indicators to conducting data analysis in a variety of formats. She is also a skilled project manager, facilitator and consensus builder. Catrina has a Master of Science degree from Purdue University in Food and Nutrition and a Master of Business degree from the University of Nevada, Reno.
Adam Ruege
Adam Ruege is the Director of Strategy and Evaluation for the Built for Zero team at Community Solutions. In this role, he oversees the evaluation of the Built for Zero model and leads efforts in analytics and data-driven coaching with communities.
Before joining Community Solutions, Adam worked at the U.S. Department of Veterans Affairs in the National VA Homeless Programs Office. He has nearly 20 years of experience in the healthcare and social services sectors, including direct service provision, program management at the local level, and developing initiatives and policies at the national level.
Adam holds a BA in Psychology from Ohio University and an MSW from The Ohio State University.
Joe N. Savage, Jr., Ph.D.
Dr. Joe N. Savage, Jr. is a recognized leader with over 25 years of experience in the fields of homelessness, social policy, economic development, and human services administration. His prior work experience encompasses positions in which he was responsible for overseeing transitional and permanent supportive housing programs, Continuum of Care funding, strategic planning, and coalition building.
His passion for this work has cultivated years of skills and expertise that have helped bring over $150 million of funding to support housing and services for the homeless and community development projects. Joe’s commitment to this work is rooted in his belief in the dignity of human life. Dr. Savage holds bachelor’s degrees in neuroscience and religious studies from the University of Pennsylvania. He received master’s degrees in social work and urban planning from the University of Pennsylvania, a master’s degree in legal studies from Washington University in St. Louis School of Law, and a Ph.D. in Urban Affairs and Public Policy from the University of Delaware. Additionally, Dr. Savage has his Executive Certificate in Public Policy from the Harvard Kennedy School of Government. He also received his certification in data science/predictive analytics certification from Massachusetts Institute of Technology.
Laura E Thielen started working with folks experiencing homelessness as a sophomore at her high school in Sacramento. A Lenten project to cook and deliver breakfast to a drop in center in downtown Sacramento turned into a program that has lasted through today. Her mentors Sister Claire and Sister Catherine deeply affected Laura with their motto that "whatever the question is, love is the answer". Showing love and respect to everyone you encounter has been a commitment that Laura holds dear every day. Throughout high school and college, Laura continued to work on the issue of homelessness and even wrote her thesis on utilizing closed military bases as shelter for those who are experiencing homelessness. Laura moved to Hawaii immediately after college and continued to work in the social service field at the Special Education Center of Hawaii and Goodwill Industries as a trainer. She then began as an outreach worker to individuals with severe mental illness at Kalihi- Palama Health Center. Through this work, Laura learned about the many reasons people are homeless and began to work on advocacy issues related to mental health treatment and housing first. Laura has been the Executive Director of the Affordable Housing and Homeless Alliance and she sat on the Board of Family Promise of Hawaii for over 10 years. Laura also sat on the Board of Directors of the Community Assistance Center as both the Chair and Member. Laura and her husband owned a small construction business that she worked at for several years which gave her a unique perspective of a small business in Hawaii. It allowed her time with her family and the ability to volunteer at many agencies to get a better sense of organizations across the State. Most recently, Laura was hired as the Executive Director of Partners In Care which is a coalition of homeless service providers, government entities, community stakeholders and individuals who have in the past or are currently experiencing homelessness. Partners In Care oversees the homeless funding provided by HUD for these programs and also houses the Homeless Management Information System database for the island of Oahu. The Coordinated Entry System is also hosted by PIC and is the entity that assists with housing options for folks in the community. PIC has recently received funding to work on a youth homelessness system and a Landlord Engagement Program. Partners In Care also coordinates the annual Point In Time Count and works with all stakeholders to address the roots of homelessness and what solutions can help to address the issue of homelessness. Laura is a current member of the Hawaii Interagency Council on Homelessness and the House Sub Committee for Covid and Housing. Laura has two children who are 12 and 15 and her time out of the office is filled with sports and shopping trips and sleepovers. She is lucky to have an amazing family who supports her and enables her to touch and affect, in a positive way, the thousands of lives who are affected by homelessness here in Hawaii.
Tanya Torno
As the Deputy Director of the Continuum of Care Division within the Riverside County Department of Housing and Workforce Solutions, Tanya Torno leverages over 16 years of expertise in foster care and direct homeless assistance, encompassing street outreach, housing navigator and case management.
In her current role, Tanya leads the charge in implementing homeless services across the County and shapes a strategic framework aimed at combating homelessness.
Tanya's journey with the County began in June 2014 as a Housing Specialist, where she diligently assisted youth, veterans, families with children, and individuals experiencing homelessness in regaining housing and accessing vital resources such as workforce support, education, behavioral health services, and healthcare benefits. Over her decade-long tenure, she has spearheaded a multitude of homeless assistance programs, significantly expanding their reach and contributing to the goal of ending homelessness.
Tanya holds a Master of Social Work from California Baptist University (CBU) and a Bachelor of Arts in Criminal Justice from Cal State University, San Bernardino.
Tara’s journey with the City of Memphis and Shelby County Continuum of Care (CoC) Lead Agency and HMIS Lead Agency, formerly known as Partners for the Homeles and now Community Alliance for the Homeless (CAFTH), began in 2000 as a part-time Data Entry Clerk and assistant to the Database Manager. Her deep passion, knowledge, and dedication have propelled her to her current Vice President of Information Management role.
In this position, Tara oversees all aspects of HMIS operations, including managing software provider relationships, system administration, technical support, data accuracy, and ensuring high-quality staff support for reporting.
Outside of her professional life, Tara enjoys traveling, savoring fried okra, and creating cherished memories with her close family and friends.

Regina Abadajos
Regina brings over 15 years of blended experience in homeless response systems and human services to her role at Bitfocus as Senior Project Administrator for West Coast regions. Regina has deep experience with regulatory compliance, HMIS, coordinated entry, community facilitation, and data analysis. In previous roles, Regina was instrumental in streamlining processes that increased landlord and unit participation in both Alameda County and San Francisco.
Daniel Bowman
As Chief Financial Officer, Daniel oversees financial strategy and operations at Bitfocus. With over ten years of financial management experience in software companies and financial institutions, Daniel is passionate about developing data-driven approaches to guide strategic investments and drive sustainable growth. Before joining Bitfocus, Daniel led financial due diligence and post-merger integration for software mergers and acquisitions. His prior experience also includes advising on financial process effectiveness for clients in the technology and financial sectors.
Josh Bryan
As a Project Manager on the Professional Services team, Joshua brings two years of HMIS and CES experience and four years of experience in international policy and development. Most recently, Joshua was the Coordinated Entry Program Manager at the CoC and HMIS lead agency for the Monterey/San Benito County CoC, where he oversaw the development and expansion of the Coordinated Entry System. Additionally, Joshua has valuable experience in policy development, advocacy, and analysis. Joshua has a B.A. in Spanish from Utah State University and an M.A. in International Policy and Development from the Middlebury Institute of International Studies.
Adam Buchen
As the Director of Engineering, Adam oversees the engineering team responsible for Clarity Human Services and other major initiatives. He has over 20 years of experience as an engineer, engineering manager, and tech startup founder. Prior to joining Bitfocus, Adam worked at Google on the Network Infrastructure team, where he led several large-scale global infrastructure programs, in addition to helping drive Google’s internal response to the COVID-19 pandemic. Adam brings a wealth of technical experience as well as a proven ability to manage high-performing geographically diverse teams. Adam is excited about the opportunity to make a positive impact for Bitfocus and its customers.
Stephenee Carrington
As a Professional Services Manager on our Professional Services Team, Stephenee leads a team of skilled project managers. Stephenee has 12+ years in Project Management. Her experiences include completing innovative program implementation and targeted outreach to help vulnerable populations of humans and animals alike receive invaluable community resources. Stephenee’s commitment to enhancing community success, along with her experiences in systems implementation, reporting and data analysis, customer success, and strategic planning leave her well-positioned to lead our customers on specialized projects, from concept to completion. Stephenee possesses a Certification in Program Management as well as a Certification in Trauma-Informed Care.
Adele Campbell
Adele is a Data Analyst with a background in operations management. She specializes in Clarity Human Services software and Continuum of Care operations. Previously a Technical Support Analyst, she became a subject matter expert and played a key role in customer service. As a Data Analyst, Adele focuses on analyzing, writing, and interpreting complex data sets to support business decisions. She is proficient in providing insights and reports that drive strategic growth. Adele has seven years of operations management experience, two years in data analysis, and an Associate of Science degree. Her expertise in data-driven solutions makes her an invaluable member of our team.
Grant Ebbesmeyer
As a Senior Project Manager on the Professional Services team, Grant brings over five years experience of CoC leadership - managing projects for the lead CoC/HMIS agency in Memphis, TN. Most recently, during his time as the CoC Care Planning Director at Community Alliance for the Homeless, Grant was a pivotal part of securing CoC and YHDP grants, and led a team that assisted over fifty partner agencies and providers throughout the Memphis area. He leverages this experience to partner with Bitfocus customers, enabling all to achieve success through efficient, solutions-oriented project management.
Tina Emond
As a Project Manager on the Professional Services team, Tina brings seven years of experience working to end homelessness across communities, leading street outreach efforts, planning and executing annual Point in Time Counts, and developing and managing multiple shelter and housing programs. As part of the Central Texas Homeless Coalition leadership team, Tina was integral in developing Coordinated Entry with the Balance of State community. After moving to Georgia, Tina worked within the Georgia Balance of State CoC as the Director of Coordinated Entry at HomeFirst Gwinnett (HFG). At HFG, Tina developed and implemented Coordinated Entry for Gwinnett County during the pandemic. To accomplish this, Tina built coalitions and consensus with well-established and new organizations to provide a robust response to homelessness starting during the height of the COVID-19 pandemic. Tina’s organization and coalition-building skills can be attributed to her formal education; she holds a B.A. in English from Auburn University and Masters of Public Administration from Penn State, and her six years of experience as an Officer in the U.S. Army. Tina remains dedicated to serving her local community by serving on the Board of Directors for the Georgia Supportive Housing Association and looks forward to serving communities across the country as part of the Bitfocus team.
Sarah Escartin
As the Deputy Project Administrator on the Nevada team, Sarah brings almost 24 years of experience working with the chronically homeless population both as a street outreach worker as well as an outpatient mental health case manager. Directly out of college, she started working at a first-of-its-kind community mental health street outreach program in Spokane, WA. After moving to Nevada she continued to work not only in the shelter programs but also street outreach in the tunnels in Las Vegas. Sarah received her Bachelor's degree from Washington State University in Psychology and Sociology.
Amanda Flores
Amanda Flores is a Customer Success Account Manager at Bitfocus, and brings expertise in regulatory compliance, software training, data analysis, and HMIS leadership to the role. She has been in the human services industry since 2012, with experience in multiple areas of HMIS. As the HMIS Lead in San Antonio, Texas, she led a huge clean-up project that included code migration and updating of the HMIS, resulting in improved data quality overall. Amanda has experience in coordinated entry, CoC Governance, customer service, and technical support, which enables her to partner with our clients and solve issues effectively.
As a Project Manager on the Professional services team, Scott brings three years of HMIS experience, and eight years of experience as a systems analyst in education and non-profit settings. Prior to joining Bitfocus, Scott worked at Community Alliance for the Homeless, the CoC and HMIS lead for Memphis/Shelby County. While there, his responsibilities included operationalizing a new HMIS, implementing a data quality plan, and moving data into the open. Scott holds a Bachelor’s in Writing from Ithaca College and a Master’s in Public Policy from Carnegie Mellon University.
Harron Griffin
As the Technical Support Manager, Harron is the champion for Bitfocus customers. He oversees our Help Desk and monitors customer satisfaction, customer support performance, and resource utilization, ensuring that our customers receive an 11-star customer experience. He has experience in both HMIS and IT, previously serving as the system administrator for a CoC’s HMIS Lead agency, as well as managing logistics, inventory control, and solutions.
Sam Hawkins
As Director of People Operations, Samantha ensures we are building a company people love by hiring and nurturing Bitfocus’ most valuable asset: our team. Samantha has over 15 years of HR leadership experience, with expertise in compliance, employee relations, people management, learning and development, leadership training, and organizational planning. She considers herself an educator and resource to all - focusing on inclusion, engagement, and growing individuals within their teams to perform with excellence and meet personal, professional, and organizational goals.
Keywa Henderson Thomas
Keywa is a seasoned communications professional passionate about delivering creative, effective, innovative, and measurable communications solutions. Her experience includes leading communications and public relations to improve measurable outcomes and leading agency collaboration to improve communications and offerings to target audiences. Keywa brings a broad range of expertise in internal and external communications, ranging from strategic planning and branding strategy to publications and event planning.
Rob Herdzik
As President and CEO, Robert owns the Bitfocus company vision. He builds the culture of shared attitudes, goals, behaviors, and values that characterize the Bitfocus staff. He is devoted to driving the development, design, testing, and modification of the Clarity Human Services application in ways that make it the industry frontrunner. With over 30 years in the field of software engineering, he has devoted 18 years to the design of HMIS data systems.
Fred Hintz
As a Data Engineer on the Data Services team, Fred brings six years of experience in homelessness services. Fred is passionate about developing data tools that are insightful, efficient, and provide actionable knowledge to communities. He has worked as a CoC Data Analyst, and in direct service with people experiencing homelessness. In his community work, he has helped develop coordinated entry systems and developed interactive dashboards using tools like R and Tableau.
As a Senior Front End Software Engineer on the Engineering Team, Tim has over six years of experience as an engineer and project/product manager, developing dozens of human services data integration and implementation projects across multiple software solutions and systems of care. Tim is an expert in data retrieval optimization, API integration, and data visualization, expertly developing dashboards, reports, and other visualizations for stakeholders that identify trends or inconsistencies that will impact their business goals. In addition to overseeing countless new implementation and integration projects, Tim helped build and manage a national data repository, which stores and reports on data from over 600 hundred sources. He holds expertise in numerous programming languages and frameworks. Tim has a passion for learning that drives him to continue to dive into new programming.
Stacy Holmes
As Director of Community Administration, Stacy brings over 20 years of experience working with government and human services to her roles at Bitfocus. Her experience managing complex projects includes consulting with agencies and public entities to assess strengths, refine objectives, manage data, and implement sustainable solutions. Prior to this role, Stacy served as the Lead HMIS System Administrator for Seattle/King County.
Sara Hoffman
As a Senior Project Manager on our Professional Services Team, Sara works with customers on specialized projects from development to completion. Sara is able to create the resources necessary to summarize workflows and present solution comparisons and configuration options using Clarity Human Services. She is an analysis expert and works closely with partners to identify and resolve complex software and business problems. With over 10 years of experience in housing and homeless services, she has extensive knowledge of Coordinated Entry.
Eric Jahn
As a Senior Interoperability Architect, Eric leads the design, development, and support of data integration tools and resources, including the ClarityHS Data Import Tool (DIT), external APIs, and related features, functionality, and services. Eric spearheads efforts to support and promote secure, standards-based integrations both within our Clarity Human Services SaaS application and more broadly across the HMIS industry. He has deep roots in the homelessness field dating back to 2003 when he administered the Sarasota area’s first HMIS, growing the Continuum, and building lasting community relationships - and is a member of many organizations, holds many certifications with many years of experience.
Scott Jackson
As a Project Manager on the Professional Services team, Scott brings over five years of experience in Coordinated Entry implementation and leadership and prior experience working in direct service and advocacy. Most recently, Scott served as the Coordinated Entry Manager for the Detroit CoC, where he oversaw the development and expansion of the Coordinated Entry System through a transition to new community implementing partners. Additionally, Scott previously led a team responsible for Detroit’s Coordinated Entry referral management, data reporting, and By-Name List work. Originally from the Pacific Northwest, Scott has his Bachelor of Arts in Global Development from Seattle Pacific University.
Julee King
As a Project Manager on the Professional Services Team, Julee works with customers and internal Bitfocus teams to define project requirements, scope, timelines, and objectives. She serves as a strategic advisor to customers on a variety of subjects including federal and regional regulations, Clarity Human Services functions and solutions, and industry trends and best practices. Julee has extensive experience with data analysis of Continuum of Care coordination efforts, federal reporting requirements, and participation of HMIS throughout the community, to name a few. Her dedicated efforts have led to several awards, including the highly notable Certificate of Special Congressional Recognition for her commitment to excellence in homeless services in Nevada. Julee's background includes a Master's degree in Social Work (MSW) and nearly 15 years of experience in the field of housing and homelessness. She applies her hands-on field experience with her comprehensive understanding of human services data systems to provide customers with exceptional guidance and direction.
Manjit Kaur
Manjit is our Technical Support Manager. As a subject matter expert in both Clarity Human Services and CoC operations, Manjit serves as a front-line contact to resolve customer inquiries. She has served on Bitfocus's Helpdesk team as a senior analyst for the last six years. With previous experience as an HMIS system administrator, Manjit ensures Bitfocus customers have the resources they need to maintain compliance with federal and local objectives. As a long-time previous end-user of Clarity Human Services, Manjit is particularly adept at system configuration, helping customers to tailor Clarity Human Services to meet their local objectives. She also provides customers with insight into their data through reporting and data analytics. Manjit has over 18 years of experience working with CoC operational management and over 10 years of experience monitoring agency-wide HMIS in a fast-paced work environment using Clarity Human Services. This experience has made her an invaluable resource to Clarity Human Services customers, as she has personally been responsible for ensuring system compliance with federal and local requirements, policies, procedures and regulations. Manjit has assisted with NOFA reporting, Point In Time Count and Coordinated Entry (implementing in HMIS, training, and evaluating) processes. This hands-on experience makes Manjit particularly adept at listening to customer needs and delivering optimally-designed solutions. Manjit holds a Bachelor’s degree in Health and Safety Studies from California State University with concentrations in Community Health Education and Occupational Health and Safety.
Mary McGrail
As the Vice President of Operations, Mary oversees our Tech Support, Learning & Development, and Communications teams. Her expertise lies in HUD CoC Program compliance, coordinated system design, strategic planning, and data-driven policy development. With over 14 years of experience in research, policy, and nonprofit work related to homelessness, Mary approaches organizational leadership at Bitfocus with context and nuance.
Pada Lee
As the Senior Data Engineering Manager, Pada oversees the data engineering team in the Engineering Department responsible for data warehousing and data infrastructure. He has over a decade of experience working in data engineering and analytics at non-profits and governmental organizations, including at the Los Angeles Homeless Services Authority, the Los Angeles CoC HMIS Lead Agency. Prior to joining Bitfocus, Pada worked at Brilliant Corners, a California state-wide non-profit providing housing services, where he led the data team to develop and implement an org-wide data strategy to help show impact of the organization's mission and work. Pada is excited to continue to dedicate his work to support Bitfocus' mission and make a positive impact on addressing homelessness across the nation.
Dan Melin
As a Sr. Data Integration Engineer, Daniel is focused on data migration. With four years of experience in HMIS, he uses real-world understanding to complement technical skills in data analysis and transformation. In his last position, he was the HMIS Lead Data Analyst at the Indianapolis Continuum of Care HMIS lead. During his time there, he oversaw federal reporting, project performance monitoring, and day-to-day HMIS operations.
Lori Mizuno
As a Senior Project Administrator on the Community Administration team, Lori Mizuno brings 14 years of experience in HIV prevention, public health, and nonprofit management and has worked in the field both nationally and internationally. At AHF, Lori worked on the team that developed a touchscreen platform for community HIV testing across the country at all sites. Additionally, Lori managed AHF's national condom distribution and health education project that traveled across multiple states and partnered with government agencies and community-based organizations. Most recently, Lori worked for a Social Impact Investment firm and has worked for other nonprofits in strategic communications, mental health, and Veterans issues. Lori has a Master of Public Administration from the Robert F. Wagner School of Public Service at New York University, a Bachelor of Arts in Comparative History of Ideas, and a Minor in Human Rights from the University of Washington. Lori also has a Certificate in Project Management from the University of California, Los Angeles.
Eva Nunes
Eva is our Director of Customer Success. Her work in the Health and Human Services community began in 2008, specifically with HMIS in 2010. She has vast experience in information systems, knowledge management, HMIS project management and leadership, and federal requirements and reporting, with over eight years as the HMIS System Administrator and CoC Lead agency for El Paso County/Colorado Springs. She enjoys evaluating business processes and identifying process improvements.
Eva holds a Master's degree in Organizational Leadership and a Bachelor's in Information Systems Management. In 2023, she became a member of the Advisory Committee for the Customer Experience Certificate Program at the University of Boulder, Leeds School of Business where she can share her experience and expertise with other customer success leaders.
Eva is committed to providing exceptional experiences to our customers and her team. Her background and education allow her to understand our customers' challenges and opportunities and further affords her to be a great resource to our customers.
Emma Nunn
Emma is a Customer Success Account Manager, also known as a Bitfocus BFF by her customers. She has over six years of experience in the homelessness field and nine years in the social services space. She is a subject matter expert in Clarity Human Services software, continuum of care activities, and data analysis. In her previous role on the Professional Services team, she engaged in system management, quality assurance, data analytics, and system configuration to meet local client objectives. Through sharing her knowledge, she has empowered many of our customers to achieve data-driven results.
Jim O'Sullivan
As the VP of Strategy & Impact of Bitfocus, Jim oversees the Clarity Human Services Data Standards and strategic data-related initiatives. With 25+ years of experience in data services, 15+ years focused on HMIS, and nearly a decade of service at Bitfocus, Jim founded the Bitfocus Data Service Department and grew the Data Analytics, Data Engineering, and Integrations teams. His unique set of technical skills, leadership, and commitment to our mission allow him to think outside the box and drive innovative HMIS solutions.
Marti Phillips
As the Director of Professional Services, Marti leads our Professional Services team, focusing on technology and data to tackle homelessness. Her work involves improving community engagement with Clarity Human Services and introducing new technologies. Marti is notable for her expertise in Outreach and the Customer Portal, which significantly contributed to their launch and helped communities enhance their response systems to homelessness.Her experience spans over a decade in various aspects of homeless services, making her a versatile and knowledgeable leader. In addition to her professional achievements, Marti is an effective public speaker, adept at conveying complex ideas and advocating for systemic change to diverse audiences. Her efforts in collaboration with Continuums of Care and different-sized communities showcase her ability to scale solutions effectively.With a Bachelor's Degree in Sociology from Belmont University, Marti combines her academic background with her extensive field experience to drive impactful initiatives and inspire others in the fight against homelessness.
Allie Pope Burger
As a Specialist Team Manager in the Community Administration Department, Allie Pope Burger will draw upon her 17 years of public sector experience in program evaluation, project management, data analysis, database development, grant writing, and system administration, primarily in the maternal and child public health field. She has co-authored two publications in peer-reviewed journals. Most recently, in her role as HMIS Data Manager for Montgomery County, PA, Allie was part of a Your Way Home’s Racial Equity projects and was dedicated to the CoC’s data efforts being both equitable and accessible. Additionally, Allie likes to nerd out about programming specifications: as Data Projects Manager for Family Health Initiatives, she worked on an HMIS implementation for Volunteers of America’s Safe Return program; as Data Manager for Your Way Home Montgomery County, she identified an issue with a national-level report for HUD. Allie has a Bachelor of Science in Sociology from Drexel University and a Master’s of Art Degree in Sociology from Rutgers University. She’s looking forward to expanding the reach of her work to support Bitfocus communities in finding solutions to their most pressing issues.
Diane Quaresma
As a Customer Relationship Manager on the Customer Experience Team, Diane is a true advocate for the success of all customers. She works directly with customers to ensure inter-departmental efficiency and provides upper-level customer support when needed. She guides them through the contracting phase, implementation phase, and provides ongoing support, ensuring that all needs are addressed. Diane is also the lead coordinator of the annual Clarity Connect conference, which is the official Bitfocus live Clarity Human Services training and networking event.
Kelly Robson
Kelly brings 18 years of experience in Nevada’s homeless and human services to her role as a Senior Project Administrator for the state of Nevada. Prior to her role at Bitfocus, Kelly was a leader in the Permanent Supportive Housing world and oversaw the communities largest homeless outreach team. With her various roles in the nonprofit sector, Kelly brings practiced experience in many key areas, including project management, community facilitation, and systems change.
Tauri Royce
As Vice President of Customer Experience, Tauri oversees our Community Administration, Professional Services, and Customer Success teams, ensuring that we consistently deliver exceptional experiences to our customers. Tauri is skilled at one-on-one coaching with agency management on community leadership, strategic planning, and coordination with community coalitions. In her past, Tauri served as the Lead HMIS System Administrator for the State of Nevada for over a decade, working tirelessly to increase awareness of the CoC activities, and create interest in membership and HMIS participation throughout the community.
Allie Sebastian
As a project manager on the Professional Services team, Allie brings 9 years of experience working in homeless services. Allie has supervised projects such as: Homeless Emergency Shelter, VA- Grant Per Diem Units, Human Trafficking Unit, Women and Children’s Transitional Living Facility, Permanent Supportive Housing Projects. Allie also has 4 years in grant and contract management where she managed over 9 million dollars in city, county, state, and federal funding for Hillsborough County and the Lead Continuum of Care. Allie also spearheaded the implementation of a new Coordinated Entry System for Tampa/Hillsborough County. Along with her professional experiences, Allie also has a Master of Social Work Degree, and is a Licensed Clinical Social Worker in the state of Florida. Allie is passionate about people, mental health, and putting an end to homelessness.
Nate Scott
Nate is passionate about recruiting and employee development; as a Talent Acquisition and Development Specialist, he nurtures a healthy and productive work environment by developing and supporting People function initiatives. Nate develops and drives recruitment strategies, including employer branding, sourcing, pipeline building, and candidate experience. He also helps drive Bitfocus' values and philosophy through talent management activities strategically linked to the organization's mission and vision.
In his current role, collaboration is critical to successful and effective hiring; he collaborates with all Bitfocus teams to coordinate hiring efforts and integrate policies and procedures throughout these efforts.
He also partners with internal stakeholders coordinating with Managers and Directors on employee development. Nate has a strong background in the learning space, leading customer relationship initiatives, with expertise in project management, customer service, data transfer projects, training, and QA/testing. He applies this experience to his day-to-day communication and collaboration and assists with the People Operations department initiatives as needed.
He has worked in two previous positions at Bitfocus as the Learning & Development Manager and early on in his Bitfocus career as an Implementation Engineer.
Cameron Shorkey
As the Director of Business Development, Cameron leads the Business Development Team with strategic excellence. Together with the rest of the team, Cameron introduces customers to Bitfocus software and professional services offerings, guiding them through the pre-sale process. He is an expert at explaining the transformative effect our data solutions can have on the delivery of services, complex data analysis, and performance of the system as a whole. He collaborates with key stakeholders to show them how our products and services can help them do more with their data than they ever thought possible. Cameron applies his industry expertise, policy background, and interpersonal skills to enhance communication with the team and customers, build enthusiasm for our solution, and facilitate the contracting process. Cameron has a strong background in Human Services, particularly that of public policy and policy analysis. He spent several years doing policy and legal research, interpreting data and providing policy analysis, such as for the Colorado Department of Health Care Policy and Financing. He also served as a Government Liaison for the American Red Cross, representing the Red Cross to external partners, and communicating Red Cross policies to partner organizations. This hands-on experience, combined with his Master’s degree in Public Policy (University of Denver) makes Cameron highly prepared to lead Business Development Team initiatives, identify customer needs, and construct solutions.
Melissa Sutton-Dement
Melissa brings over 8 years of blended experience in homeless, education and legal services to her role at Bitfocus as Senior Project Administrator for California’s Bay Area and Central Coast regions. Her experience providing innovative and meaningful solutions to diverse communities include collaborative project management, data strategy development, utilization improvement practices, public policy research and operational integration. Melissa holds a Bachelor’s degree in Political Science and is a certified HUD occupancy specialist and paralegal.
Jeff Ugai
As the Chief Operating Officer, Jeff ensures that Bitfocus teams deliver a consistently exceptional experience to our customers. With focused experience in data analysis, performance measurement, and HMIS technical assistance, Jeff contributes heavily to Bitfocus efforts to facilitate local strategic planning, bringing together government, nonprofit homeless service providers, advocates, volunteers, and homeless individuals to ensure each customer’s implementation operates smoothly.
Katelyn Underbrink
As a Project Manager on the Professional Services team, Katelyn brings seven years of experience in CoC leadership, working on managing projects for both the Continuum of Care in San Antonio and in Austin, Texas. Most recently, during her time as the HMIS Administrator at Ending Community Homelessness Coalition (ECHO) in Austin, Katelyn was pivotal to the Data Quality restructuring and system planning and was the local subject matter expert in HUD Data Standards and HMIS. During her time as the Special Populations and Research Project Manager at the South Alamo Regional Alliance for the Homeless (SARAH) in San Antonio, Katelyn was the local subject matter expert in Chronic Homelessness and led the efforts on HUD’s Youth Homelessness Demonstration Project planning, developed new partnerships with Youth providers and coordinated the planning on a youth-specific coordinated entry system. Along with her incredible professional experiences, Katelyn also has a Bachelor of Arts in Sociology and Environmental Policy from Trinity University, a Master's in Public Administration from the University of Texas at San Antonio, and a Data Analytics and Visualization Certificate from McCombs School of Business at the University of Texas at Austin. Katelyn is looking forward to leveraging both her years of experience and education to partner with Bitfocus customers, enabling a person-centered, community-driven, and data-informed approach to achieve success.
Sean Viale
As the Learning and Development Manager, Sean leads all strategic efforts to increase our partners knowledge about Clarity Human Services. He designs, develops, delivers, evaluates, and revises all Bitfocus learning content to create new training initiatives and maintain an updated curriculum database and training records. Sean has a strong background in leading customer relationship initiatives, with expertise in project management, customer service, data transfer projects, training, and QA/testing.
As the Sr. Data Integration Engineer on the Data Services team, John obtains, analyzes, transforms, and loads data from client file extracts into Clarity Human Services. He works closely with clients as well as internal Bitfocus staff to resolve issues and discrepancies in data.
John has been in the human services field since 2018. His expertise lies in data reporting, analysis, privacy and security, migration and integration, and customer service. Before Bitfocus, he worked for Omaha Public Schools in the Migrant Education Program, where he maintained data within Migrant Information Systems, ensured data quality and integrity, and formatted reports for leadership. John is also fluent in Spanish and provided in-classroom support to migrant students and technical support to Spanish-speaking families during his tenure at the migrant education program.
Ashley Wynn
As a Product Manager on the Product Team, Ashley brings 10+ years of HMIS leadership experience and expertise in various federal assistance programs. She has a passion for leveraging data and technology to address complex social issues and maximize coordination across systems of care. Prior to joining Bitfocus, Ashley was the HMIS Manager for the CoC and HMIS Lead for the Tampa/Hillsborough County CoC. Ashley also has valuable past experience with direct services and nonprofit leadership through managing permanent supportive housing and serving as president for the National Alliance on Mental Illness (NAMI) in Hillsborough County, FL.

Clarity Connect 2024 is a Homeless Management Information System (HMIS) training provided by an HMIS vendor. HUD has determined that it would be an eligible HMIS training cost for ESG and CoC program grantees to attend an HMIS system administrator training conducted by an HMIS vendor (source.).
