Senior Compliance & Governance Advisor

As a Senior Compliance & Governance Advisor on the Professional Services team, Matt provides guidance on navigating the complex regulatory and ethical landscape of HMIS data. He is responsible for interpreting HUD guidance, advising on best practices for data governance, and designing policies and strategies that protect data while enabling its responsible use. He leads Bitfocus initiatives focused on data governance and supports both our staff and customers through practical tools, clear guidance, and strategic consultation, with an emphasis on legal and regulatory compliance.

Matt came to Bitfocus with over a decade of experience as a HUD technical assistance provider with Homebase, a public interest law firm dedicated to building community capacity to prevent and end homelessness. During this time, he provided consultation on system redesign, policy development, and regulatory compliance with a focus on governance and coordinated entry within the Continuum of Care and Emergency Solutions Grant Programs. He excels at facilitating system improvements through strategic planning, cross-sector collaboration, and performance measurement to address the needs of homeless response systems in communities across the country.

A native of Massachusetts, Matt holds a Juris Doctor from The George Washington University Law School in Washington, DC, and a Bachelor of Arts in Political Science from Union College in Schenectady, New York. He is an active member of the state bars of California and Massachusetts.
